Code of Publication Ethics and Malpractice Statement

The Civil Review (Civil Szemle) is a quarterly journal dedicated to the civil sector, social movements, and nonprofit organizations. 

The journal adheres to the principles and standards of ethical scientific publishing. The present Code of Ethics is based on the guidelines of the COPE (Committee on Publication Ethics (https://publicationethics.org/). All participants in the publication process (authors, editors, lectors) are required to read, accept and comply with the Code of Ethics.

1.1) The purpose of the Code is to set out the system of ethical rules of publication followed by the Civil Review (Civil Szemle) (hereinafter referred to as the Journal)  

1.2) The scope of the Code covers authors, editors, contributors, the Journal's Editorial Board and the Advisory Board.  

1.4) The ethical rules set out in the Journal must be accepted by all parties involved in the publication and must be conducted by the Code  

1.5) By submitting his/her manuscript to the Editorial Board, the author accepts the provisions of the Code as binding on him/her  

1.6) The Publisher's commencement of the publication process shall be deemed to constitute acceptance of the Code  

2.1) The editorial team is responsible for ensuring compliance with the ethical standards for scientific publication, guaranteeing the exclusion of personal, financial, and other non-professional interests from the procedures applied. 

2.2) Manuscripts submitted by authors for publication will be published only after a double anonymous peer review process. The editorial team of the journal will decide, based on the opinions of the invited peer reviewers, which of the submitted papers will be published in the journal. The reviewers may be selected from among the members of the Editorial Board and the Advisory Board. 

2.3) It is the responsibility of the editorial team to invite experts relevant to the subject. The identity of the reviewers and the content of the reviews will not be disclosed during or after the publication process. All information and messages between authors and reviewers will be relayed by the editors.

2.4) Authors publishing in the Journal will not be charged any submission, editing or publication fees. Authors will not receive any remuneration. However, if the the editorial team of the Journal deems it professionally justified, the publisher may pay an honorarium to the author, in which case the parties shall enter into an assignment contract clarifying the details of payment and performance.

2.5) The editorial team shall be entitled to apply a plagiarism program to exclude certain content suspected of plagiarism. The Editorial Board cannot be held responsible for any shortcomings in the plagiarism filtering system.  

2.6) The editorial team has the right to reject a submitted paper before the peer-review process has started due to formal or substantive deficiencies or because it does not fit the profile of the journal.

3.1) The personal data provided by the authors may only be used for the purposes specified by the journal and will not be made available by the editorial staff for any other purpose or to third parties.

3.2) The Journal shall operate in accordance with the data protection policy of the Civil Review (Civil Szemle) Foundation, the founder of the Journal. 

4.1) All interested parties must avoid any form of conflict of interest at any stage of the process of publishing a submitted manuscript. In the event of any form of conflict of interest, the first person to identify it must immediately inform the editorial office.

4.2) All authors are required to disclose in their manuscript any financial or other material conflicts of interest that may affect its results or interpretation. All sources of financial support for the project must be disclosed.

4.2) Editors, Editorial Board and Advisory Board members may not use unpublished material from the submitted manuscript for their own research without the written consent of the author.

5.1) The editorial team will always evaluate the content of manuscripts without regard to the gender, sexual orientation, religious beliefs, ethnic origin, nationality, political opinions or other circumstances of the authors.  

6.1) The contributors to the journal will do their best to ensure and protect scientific standards and professional criteria. The Editorial Board receives complaints and comments in writing, electronically or by post, concerning its work, the work of the publisher and the general operation of the journal. 

6.2) The Editorial Board will investigate the complaint received, act if necessary and respond in writing.

7.1) The editorial team will not disclose any information regarding the manuscript submitted for publication. Exceptions to this rule are the author, the reviewers, potential reviewers, members of the Editorial Board and the publisher.

8.1) The copyright of the papers published in the journal belongs to the author, while the right of first publication belongs to the journal. 

9.1) The Journal is open access. Authors are free to download and print electronic versions of the Journal, or to make it public on other electronic platforms without modification. Identification of the Journal is required when making it public.  

9.2) Readers may download or print electronic versions of works published in the Journal from the Journal's website.  

9.3) All users must use the appropriate citation criteria when using all or part of the works.

10.1) Authors must guarantee that the paper is their own original work of authorship and, where they have used the work and/or expressions of others, that they have cited and properly referenced them, refraining from any form of plagiarism

10.2) Authors may submit original articles not previously published in other journals, digital platforms or in print and not under peer review elsewhere and will not submit their manuscript elsewhere once the peer review process has started.

10.3) Authors must clearly indicate the source of any financial (or any other type of) support (grants, research group membership, etc.) used for their research.

10.4) Authors are responsible for the authenticity and accuracy of the data used in their study.

10.5) Authors will cooperate with the editors and agree that their manuscript will go through a double anonymous review process and other editorial procedures of the Journal.

10.6) Authors will inform the editors of any conflict of interest that may in any way affect the review process.

10.7) Authors will report any errors, inaccuracies, omissions, or ethical violations in their paper during the publication process or after publication, allowing the editors to communicate a correction or withdraw the paper.

10.8) Authors shall refrain from any form of multiple publication. 

11.1) The reviewer assists the editorial team in decision-making and the author in improving the scientific quality of the article. 

11.2) If the reviewer considers that he/she is not professionally qualified to evaluate the research presented in the manuscript, or knows that he/she is not able to effectively prepare the review within the time limit, he/she is obliged to inform the editorial team and to withdraw from the review process.  

11.3) Reviewers will keep the manuscript received confidential, will not disclose it to the public, and will not discuss it with others.  

11.4) Reviewers shall identify relevant sources not cited by the authors. The reviewer should, however, draw the attention of the editorial team to any substantial similarities or overlaps between the manuscript under review and other previously published material of which he/she is aware.

11.5) Reviewers shall keep the information obtained during the evaluation process confidential and shall not use it for personal promotion. 

11.6) Reviewers may not evaluate a manuscript if they have any conflict of interest with authors, companies, or institutions associated with the study.
